Public Consultation on the 2026 Tobacco and Vapes Bill
The UK government's new Tobacco and Vapes Act is set to introduce significant changes to the sale, marketing, and regulation of tobacco and vaping products. Before some of these measures come into effect later this year, the government is inviting members of the public to share their views through a consultation.
Read on to find out what's changing and how you can have your say.
What is the Tobacco and Vapes Act?
On 29 April, the UK government passed the Tobacco and Vapes Act, introducing a range of new measures aimed at regulating tobacco and vape products. The legislation includes restrictions on how these products can be marketed, packaged, and sold, as well as where and who these products can be sold to.
The Act will also introduce a new e-liquid tax of 22p per millilitre of vape liquid. This tax will be on top of the 20% consumer VAT which applies to vape liquids already.

How to get involved
The UK government has launched a public consultation to gather feedback from both consumers and vape retailers on several of the proposed changes.
The consultation covers topics including vape packaging, product presentation, and whether vape flavours should be restricted.
If you vape, this is your opportunity to share your views. Public feedback can help shape how these regulations are implemented.
To take part, simply complete the consultation on the Gov.uk website. You can answer as many or as few questions as you like. Responses can be as detailed as you wish—you can simply indicate whether you agree or disagree with each proposal, or provide additional comments explaining your views. If there are sections you don't have an opinion on, you can just skip them.
In Summary
The consultation is open until 2 October 2026, so there's still plenty of time to get involved.
